Background

The housing sector is an essential driver for achieving many of the Sustainable Development Goals (SDGs). Adequate and affordable housing leads to benefits in health, education, and economic opportunities. The process of housing improvement is often a stepping stone out of poverty for many families and these changes benefit the larger community, reducing inequality and building resilience against economic and natural disasters. The Housing Sector supports economic growth through job creation related to the construction industry and additional demand for materials and services. This sector has strong multiplier effects and as a percentage of GDP is often as important as other key sectors, such as manufacturing, agriculture, and tourism.

Mission

To augment the quality of life of the youth of our country through creating well designed, green, clean, and smart rural and urban settlements in strategic locations throughout the country with the engagement of the best design, engineering with the guidelines of the town and planning which would involve state of art technology and world best practices.

 Objectives

  1. To promote the use of renewable energy sources and energy efficient appliances in the housing sector.
  2. To review and advocate for amendments to the building code and housing legislation.
  3. To advocate for affordable housing for the vulnerable, disabled and the youth.
  4. To build financial literacy and education as it relates to housing.
  5. To advocate for skills development and functional boards

Scope of Services:

The specific objectives are as follows:

Conduct, in consultation with all relevant stakeholders (Housing, Economic Planning, Transport and Works etc.) a Housing Sector readiness assessment for the development of the Housing Sector in line with regional and international best practices and frameworks, determine the most sustainable and effective approach for the implementation of recommendations to drive the sector within St. Vincent and the Grenadines.

  1. The assessment should include an evaluation of the level of skills within society, the gaps and provide recommendations to build capacity.
  2. The assessment should include a review of current policies and legislation pertaining to the housing and make recommendations for amendments and updates.
  3. The assessment should include an evaluation of the level of education in construction, outline and build capacity as it relates to the steps involved in construction while establishing guidelines for energy efficient appliances, recycling, climate change mitigation and renewable energy.
  4. The assessment should provide a risk evaluation of housing in hazard prone areas, inclusive of livelihood and socioeconomic impact and provide recommendations to mitigate against hazards.
